During the last ten years the National Commision of Water has helped form 433 civil associations of irrigators and ten limited responsability societies. These organizations have been transferred the operation, conservation and administration of 3,268,605 hectares grouped in 82 irrigation districts. To evaluate the needs of each one of the irrigation units a system of information gathering, consulting and analysis was applied, called Sistema de Infomacin Hidroagrcola de Distritos de Riego SINHDR (Hydroagriculture and Irrigation Districts Information System). This system permits the gathering of social, technical and economic information of each unit and relates it with the limited responsability society, the irrigation district to which it pertains, and to the administrative region, developing land and water productivity indexes, and their investments and returns.
