The 1999 Florida Legislature has concluded that the development of a total maximum daily load program will promote improvements in water quality throughout the state through the coordinated control of point and nonpoint sources of pollution. The scientifically based total maximum daily load program was found to be necessary to fairly and equitably allocate pollution loads to both nonpoint and point sources.

This paper will provide an overview of Floridas enabling TMDL legislation and the scientifically based rule that was subsequently developed for determination of impaired waters. It will also describe the basic implementation program the state will follow.
