Two concurrent research projects are currently being conducted for the Water Environment Research Foundation (WERF), related to: 1) Critical Evaluation of the TMDL Development Process, and 2) Consideration of Narrative Criteria in the TMDL Process. The objective of this research is to review the existing TMDL development process and develop an improved design for TMDL development where improvements are needed. The research involves a methodic review of available information, experience, and critical reviews of the TMDL program. Research criteria have been designed to select case studies for closer examination. These case studies are being evaluated in the context of key issues impeding the TMDL program. The current program strengths and weaknesses have been analyzed in the context of technical, policy and programmatic perspectives. Recommended improvements are now being conceptualized and tested for effectiveness. Work on these projects will be completed in 2003, although interim findings have been produced.
