In 1999, the National Small Flows Clearinghouse continued with its project of collecting information about the status of onsite systems nationwide. Approximately 3,200 agencies were sent a questionnaire. The projects objectives included determining the following data for each state for the year 1998 and, where possible, comparing it to data collected for 1993: number of new onsite systems permitted, breakdown of the types of onsite systems permitted/allowed, required on-going maintenance programs, number of repair permits issued, number of onsite systems reported to have failed, requirements for licensing/certification for design, installation, inspections, etc., cost of new onsite system construction/installation, frequency of onsite system inspections, and definition of a failing system. Responses have been received from all 50 states. Preliminary numbers are in the general range of data collected for 1993, but lower. Complete findings will include an evaluation based on census data and the number of homes with onsite systems compared to the number of new and repair permits issued, the number of systems failed, and the frequency of various alternative onsite systems throughout the country.
