Abstract. The rational allocation of water resources can help improve the efficiency in utilization of water resources and ensuring food security, especially in agriculture irrigation. Also, it can ensure food security, which is extremely important for all the countries. So in order to achieve the sustainable utilization of water resources in an irrigation area, the water resources need to be controlled and used effectively. The return flow widely exists in China, especially in the large irrigation area. It is mainly composed of the abandoned water of other fields, return flow of diversion ditches, drainage of ground water, precipitation, flash floods, industrial wastewater and domestic sewage and so on. The study on return flow has great significance to sustainable utilization of water resources and water resources management of whole districts. However, due to the fact that the composition and the spatial and temporal distribution of return flow are extremely complex, the research of theories and methods regarding return flow volume is little. This study analyzes the current problems of water resource from the water resources situation and characteristics of water resources in china irrigation districts, and then points out the water crisis. According the actual situation, this paper shows the water saving potential of return flow and analyzes the development of the return flow. Finally the paper establishes the research system to provide a method of water management in irrigation districts.
