This paper will describe the current conditions which exist in an area called the City Meadow in Norfolk and this area will be transformed to become a community amenity while addressing stormwater issues. At the current time, the meadow consists of a sea of invasive species, dominated by phragmities in which the dominant feature is a series of stormwater discharges from both state and local road networks. The current town center surrounds the meadow on three sides and yet does not convey a feeling of continuity for the public.
