Assessment of Water Resources in the Piracicaba, Capivari, and Jundiaí River Basins: A Dynamic Systems Approach

The Piracicaba, Capivari and Jundia River Basins (BH-PCJ) are mainly located in the State of So Paulo, Brazil. By 2005 they produced 5.8% of Brazils GNP. Using a dynamics systems simulation model (MRH-PCJ) to assess the availability of water resources, five 50-year simulations were run. MRH-PCJ was developed as a tool to aid decision and policy makers in the BH-PCJ Watershed Committee. The 254-variable model computed water supply and demand, as well as contamination load from several consumers, using consumption and supply rates as of 2004 and average precipitation values along the time frame. It was found that, by 2054, water demand will increase by 76%, while 39% of the available water will be supplied by wastewater reuse; the contamination load will have increased by 91%. The Falkenmark Water Stress Index went from 1 403 m3 person-1 year-1 in 2004 to 734 m3 P-1 yr-1 in 2054; the Xu Sustainability Index started at 0.44 and ended at 0.20. By 2004, the River Basin Development Phase was at Phase II, Conservation, and ended on final Phase III, Augmentation, by 2054. The three criteria used to evaluate water resources showed that the watershed is at a crucial water-resources-management turning point. The MRH-PCJ used did perform well and proved to be an excellent tool for decision and policy makers in the BH-PCJ.
