Montgomery County, Maryland is a densely populated suburban county. In 1980, the County created a rural zone where the maximum housing density would be one house per 25 acres. A provision to transfer development rights to other residential zones was also enacted. Recently, the use of (Wisconsin) sand mound systems to achieve the maximum density has become controversial.
