WQTIPS: Water Quality Trading Information Platform System

Water Quality Trading (WQT) is one of the solutions to reduce non-point source pollution and also achieve both economic and environmental benefits for the watershed. Recent researches shown that trading information level and transaction cost are the major factors hindering trading. The goals for this study are first to develop a geodatabase data model schema for WQT program to standardize the procedure and structure for data collection, maintenance, and synchronization. Based on the data model ‘blue print’, Water Quality Trading Information Platform System (WQTIPS) was established for WQT information disclosure and assessment. In this study, the trading logics are based on previous studies for site-specific trading and network analyses of total nitrogen and phosphorus reduction among land management scenarios modeled at Lower Kansas Subbasin in northeastern Kansas. A geodatabase, the system data repository, implemented with ArcSDE and WQT data model schema. A web-GIS user interface incorporated trading logics with geospatial analysis and visual effects were established on ArcIMS internet map service to achieve a low cost and easy accessing system. With this infrastructure, WQTIPS can brew information for decision makers and stakeholders to understand and prioritize potential trading targets within the watershed.
