When using water quality models for creating TMDL implementation strategies and allocations, bottlenecks often exist because planning expertise resides with one group of people, while modeling expertise resides with another. Water quality models generally require the user to have a large amount of modeling experience, or they sacrifice robustness for ease of use. The Chesapeake Online Assessment Support Tool (COAST), a web-based, multi-user watershed model scenario generator, model output visualization, and analysis application has been created to facilitate the use of the Phase 5 version of the Chesapeake Bay watershed model. This application includes a flexible web-GIS-based interface that acts as a front end to the Chesapeake Bay Watershed Model, allowing the user to vary Best Management Practices (BMP), land use, livestock population, and cropping systems. Multiple scenarios may be generated and saved in order to identify the most practicable strategy, identify potential milestones, and to estimate the impacts of on-going implementation progress. A robust reporting module facilitates the visualization of model inputs and outputs. The web-based, thin client application framework allows a much broader level of expertise to participate in the process, as well as assuring that the most up to date data and functionality is in the hands of the end users. User logins and permissions facilitate collaboration, and insure that appropriate individuals make input changes.
