Issues And Challenges In Implementing The TMDL For Delaware’s Inland Bays

A Total Daily Maximum Load (TMDL) was developed for Delawares Inland Bays. The TMDL calls for nonpoint source nitrogen loads to be reduced by 40 to 85% and phosphorus loads by 40 to 65% in the different tributaries. All point sources are to be eliminated. To meet the TMDL requirements presents many challenges. A large percentage of the nitrogen load enters the Bays by groundwater discharge. Some BMPs being proposed may not be very effective because of the sandy soils and a large percentage of runoff occurring as interflow.
