In the process of human development, knowledge has made different contributions to different stages of economic development. The era of information technology combining with bio technology has been coming in Taiwan. In a knowledge based economy, the value of enterprise depends on the value sourcing knowledge stocks and the value of existing knowledge can be created in the future. Therefore, the number of patent applied and capability of creation become the critical factors for create value and enhancing competitiveness in Taiwan. The project for development of agricultural knowledge management implemented by the government must be serious monitored by the process of learningknowledge- value cycle. Applying knowledge gap assess approach to formulate the knowledge management programs for agricultural market and R&D system is critical for enhancing agricultural competitiveness in Taiwan.
