In this report, externality (multifunctional roles) of non-rice paddies (upland fields) is discussed. This quality of rice paddies, water and agriculture has been widely recognized, mainly after WWF3 (Third World Water Forum), held in 2003 in Kyoto, Japan, while that of non-rice paddies has not yet been widely considered. Many externalities of non-rice paddies have been reported: for example, land, water, air (meteorology) conservation, landscape creation, organic waste management, disaster shelter etc. This report mainly reviews some externalities such as landscape conservation, air and meteorological conservation and organic waste management functions. There have been some studies on these externalities and they all seem to be individually significant. It is also necessary to arrange, clarify and assess them properly. If they have a positive impact, it is important to promote or maintain them properly in accordance with sustainable agricultural production, while if they have a negative impact, it is necessary to reduce these negative impacts.
