The USEPAs response to Congress in 1997 documented the continuing need for including
decentralized wastewater treatment options for meeting the goals of the 1972 Water Pollution
Control Act (PL 92-500) into the 21st century.
The paper proposes a framework for considering various technical on-lot wastewater options,
using the established performance objective approach, including information from the technical
literature when available, and identifying limitations which need to be addressed to assist in the
identification of the most appropriate on-lot system from the perspectives of both technology
advancements and operational responsibilities of the local stakeholder, i.e. individual property
owners, who would be expected to serve in the role of private wastewater treatment operator.
