Heilongjiang province is located in the north of Northeast China, with 453.9 thousand Km2. The province has long and cold winter, and short summer but with sufficient sunshine. The cold air frequently attached the area in autumns, and drops in temperature. The early frost hazard often occurs. In the area, the average annual precipitation is 400 700 mm, however the 60% of rainfall is concentrated in June to August. Therefore, it easy forms spring drought and summer flooding disaster. The non-frost time annually is about 100 140 days. By the end of 1995, the population in the province was 35.7684 million, and 55.3% of the total population live in rural area in the province. The total farmland in the province was 134.93 million Mu (1 Mu equals 0.165 Ache) in 2001, where paddy land was 13.032 million Mu and dry cropland was 121.898 million Mu.
