Planning for the Dam Rehabilitation Black Hawk Lake Otter Creek Structure # 9

The Natural Resources Conservation Service (formerly the Soil Conservation Service) assisted in the building of 11 flood control structures in Iowa County, Wisconsin. The structures were funded under Public Law 566 Watershed Protection and Flood Prevention Act. In July 2001 a video camera inspected the inside of the reinforced concrete conduits. PL-566 flood control structure #9L has developed a radial crack that is leaking water. The draw down gate for 9L has always leaked as well. Structure 9R, the main outlet for the created lake, also does not have enough cold water discharge capacity.

A construction repair plan is being prepared. Construction is anticipated in 2003. The paper will explore the planning process, design, and construction of the project rehabilitation.
