This paper describes a project to develop and implement procedural changes in the WEPP (Water Erosion Prediction Project) models FORTRAN code for improving surface water routing. This improvement is important in increasing the overall accuracy of surface runoff/erosion estimates associated with implementation of effective erosion control measures within ungaged watersheds. With the new procedures in place and validated, the WEPP model would be available for use in modeling effectiveness of varying BMP systems used for sediment TMDL implementation, such that multiple, spatially varied management activities can be modeled and evaluated. Several runoff routing models are described and assessed for applicability in the WEPP model. For a physically based model, such as WEPP, it is inappropriate to use simplified, empirical runoff routing techniques (e.g., Rational Method, regional regression equations). At a minimum, it is appropriate to include a kinematic wave flood routing model. Other appropriate models include the diffusion wave and Muskingum-Cunge techniques.
