The rules of the USDA Conservation Reserve Program were changed in 1990 to allow farmers to enroll environmentally sensitive lands into a new program called Continuous Conservation Reserve Program (CCRP). In the winter of 2001-2002, the USDA Natural Resources Conservation (NRCS) staff in Indiana was faced with a backlog of waterways signed up under the CCRP. The number of waterways to be planned, surveyed, designed, and documented exceeded 2000. To address this backlog, NRCS developed a new process to provide assistance to our customers. NRCS put its latest technology to use; GPS survey systems, total stations, hand-held GPS units, four-wheeled ATVs and software to make it all work The new process was so successful that Indiana NRCS used it as a model to change the way that the agency provides technical assistance to landowners in Indiana. This paper will explain how the process worked, what the positive and negative aspects were for this test, and how it helped to shape the future of NRCS in Indiana.
