This paper explains the rationale and methodology used to develop the Wastewater and
Feedlot Runoff Control interim standard developed in Minnesota. Minnesota feedlot regulations
allow for a limited discharge from some feedlots while requiring total control for others. This standard
spells out the criteria that must be met for 5 different levels of control ranging from total runoff control
to the use of natural buffers. The standard also lists allowable uses for each level of control, which
are consistent with state feedlot regulations.
This standard has established common definitions for use by regulatory and technical assistance
personnel. Although this standard will not eliminate the need for professional judgement, it will
greatly improve communication on this issue and should enhance the ability of many small operators
to obtain the feedlot permits in a timely manner.
