The history of agricultural safety and health is marked by several characteristics that have muddied progress toward “a significant and measurable impact on...health effects among rural Americans. This was the stated goal when Congress established a National Initiative in Agricultural Safety and Health under Public Law 101-517 in 1990 (Public Law 101-517, Senate Report, p. 94). The National Institute for Occupational Safety and Health (NIOSH), a center within the Centers for Disease Control and Prevention, Public Health Service, U.S. Department of Health and Human Services, was given the charge to develop a sustained program that would improve the health and safety of agricultural workers and their families over time. While 10 years is not a long time, given the nature of the challenge, it is an adequate amount of time to reflect on progress made, examine barriers that impede and cloud present-day efforts, and identify challenges and opportunities for future progress.
