Each criterion has its own advantage and limitation. In this study, the advantages and limitations of each cutoff criterion are discussed. Using application efficiency as the primary design and management criterion, alternative optimality conditions are derived for the cases in which application efficiency is a function of unit inlet flow rate and border length.
